(Without revealing too much.) A young boy (Maebara Keiichi) moves into the country side (Hinamizawa) . He continues his school there. Where he meets new friends. They play games and pass the day. (Not so creepy so far )
One day he stumbles on a dark secret of the town. And things began to unravel.(Shrine God`s curse)
Anime can be quite confusing as the story has a unique way of jumping around. (Spoiler, explains the jumping around part but might spoil. Jumping is that the main characters and some other characters after a few episodes get killed. But the next episode begins with the same characters. And the story unravels in a somewhat different way. Showing some other parts of the story. hope it wasn`t too confusing explenation.

Creepy part can probably be explained as the anime blends school innocence and the bliss of the country side with aspects of thriller.Strangely even though it is creepy it is still beautiful.
There seem to be 3 seasons or arcs (offtopic is there much difference between them) and a film.
It has been compared with Chaos;Head. Sadly I haven`t seen it yet. So I can`t make the connection currently.
Overall messed up psychological thriller.
Also the opening and the end theme very well continue the creepy theme.

The family is composed of Midarezaki Ōka, an official of the Bureau, and Midarezaki Kyōka, a self proclaimed goddess, as parents; the children are the candidates, human and otherwise, who are potentially the prophesied 'Child of Enka'. The goal of the operation is to discern which child the prophecy applies to, as well as to teach him or her about the love of family in hopes of convincing him or her to not destroy the world. The story focuses on the mishaps and adventures that the impromptu family experiences together.
