RE: students disrupting class
Where else can students socialise? Unless the teacher is dominating, scary, or a good teacher, students will automatically whisper/chat with their neighbour. And so it goes on. The other person wants themselves heard, and whisper louder; and so on.
In a time when the teacher gives a work period, students talk because they cannot do so as freely anywhere else (except lunch). The teacher, moreover, isn't speaking or glancing around suspiciously.
As to students shouting out in class, it may be their personality, a disorder (e.g., ADD), an impulsive student, or a habit. Some outgoing people blurt out answers in class — sometimes, this is perfectly acceptable if they want an answer, and an answer given in that way.
