It's hard to get a better download speed without upgrading your DSL service. But you might get some extra speed while downloading if you clear your computer from spywares. Also, getting a TCP/IP optimizer program might get you some improvement, although those programs are nasty and might backfire.

I suggest using IDM(Internet Download Manager)
-a good download manager

But for internet connection speed,I don't know because I have tried several software that claim can boost internet speed but nothing changed.
