I think its a bit more complicated, but then again, I haven't really tried to make one yet, I'm going to ask my friend to help me - he made his own computer.
I'm just afraid I'll buy a crapload of parts and in the end the computer wont work and my time and money is wasted.
Actually, the best way to do it is do your homework first.
Homework as in, online research on the best parts at the best prices (in your range).
You should first start with the motherboard, then find a suitable tower for it. From you motherboard you should know what type of RAM you're using, what kind of slots (PCI, AGP, PCI Express) and that leads to the graphics card. Then you work your way up to finishing with a soundcard, the right amount of disc drives, e.t.c
All of my computers are custom build (except for my laptops) due to the fact that I got a Computer Engineer/Software Developer as a father. I know about all internal hardware.
You will find that building your own computer is more cost-efficient and gives you a sense of accomplishment.
i have both new and custom built computers, if your knowledgable about the hardware involved then its a great way to get everything you want, if not then have someone build it or just buy a new one. there are alot of places that do custom builds (not big companies) local computer shops aren't bad when it comes to prices just tell them what you want

when your family needed a new comp, my friends who have built comps were gonna help me...only downside we had to order the parts and parents didn't trust newegg.com
Newayz...it is cheaper, and it helps if you have friends who have done it before.
